Position Title - Accounting Clerk

Pay Range - $21.53 - $23.75 (nonexempt)

Department - Finance

Reports to - Manager of Accounting

Under general supervision, organizes and directs information pertaining to the finance department; performs related duties as required. Position works with a team of Accounting Clerks with a majority of the job duties falling within the category of Accounts Receivable. Cross-training in other categories is required.

ESSENTIAL DUTIES:

  • Reconciles and posts daily, monthly, and quarterly cash receipts related to utility funds.
  • Performs banking transactions for transfers and resolves variances.
  • Assists other office personnel as requested
  • Daily processing of utility billing receipts.
  • Responsible for applying deposits to closed accounts and refunding credit balance to customers.
  • Responsible for information/changes on all bank-draft accounts; sends new customer information and account balance drafts to bank.
  • Reviews, analyzes, and recommends actions to resolve discrepancies in utility billing, sanitation billing and other receipting.
  • Reconciles monthly industrial gas receivables.
  • Responsible for processing Transfer Station billing using billing software, collection of outstanding balances, posting payments on accounts, deposits receipts from Transfer Station.
  • Maintains accounting documentation and ensures proper coding and authorization.
  • Updates tap-on fee records: balance accounts receivable.
  • May input data and journal entries into accounting software, checks for and resolves variances.

MINIMUM QUALIFICATIONS:

  • Bachelor’s Degree in Finance, Accounting, or Business Administration required.
  • Equivalent related work experience will be considered based on relevance to managerial accounting.
  • Driver’s License - required.
  • Must be bondable.

KNOWLEDGE, SKILLS, AND ABILITIES:

  • Thorough knowledge of the equipment, materials, methods, and techniques used in the processing of accounting data.
  • Knowledge of federal and state laws and administrative regulations relating to accounts payable, payroll, and accounts receivables.
  • Knowledge of office terminology, procedures, routines and equipment.
  • Skill in use of keyboards, computers and standard office equipment.
  • Excellent communications skills required.
  • Computer skills (Microsoft Office, databases).
  • Analytical and Mathematical skills.
  • Ability to maintain organization or work, ensure accurate records and filing systems are maintained.
  • Ability to establish and maintain effective working relationships with employees and the general public.
  • Ability to communicate orally and in writing.
  • Ability to work independently in a time sensitive environment.
  • Ability to maintain confidentiality.
  • Ability to prioritize and multitask.

ADDITIONAL REQUIREMENTS:

  • Instructions are somewhat general; many aspects of the work are covered specifically, but also must use own judgment some of the time.
  • Work varies slightly; may be required to take different, new, or unusual approaches in completing work.
  • Supervisor reviews work for internal control or communication purposes.
  • Problems require analysis based on precedent and may involve decisions based on a wide knowledge of many factors where application of advanced or technical concepts could be required.
  • Work is typically performed in an office, sitting at a desk or table; intermittent standing or stooping; must lift objects weighing less than twenty-five (25) pounds. Must have use of arms and hands with normal dexterity and be able to grip, grasp, type; must be able walk, sit, stand, see, hear, speak, comprehend.
  • Normal office equipment (computer, postage machine, telephone, copy machine, scanner).
  • Frequent public and internal contacts requiring tact and diplomacy.
  • Regular use of confidential information.
