Class Title:       Director of Finance

Annual Salary: $70,000 - $95,000 (exempt)

Supervises:     All Department Personnel


Class Characteristics: Under general executive direction, plans, organizes, directs, coordinates and evaluates all activities and programs of the department; develops and implements proper internal control procedures and policies; manages gas contracts, supply, and transportation; performs related duties as required.


ESSENTIAL DUTIES:

Essential:

  1. Plans, organizes, directs, coordinates and evaluates the fiscal management program of the city.
  2. Supervises, reviews, and participates in the development of general procedures, methods, and evaluation of results of the various activities of a financial nature, including finance administration, accounting, investing, purchasing, treasury, tax assessment, cash receipts, budgeting, and investment policies and actions.
  3. Reviews and participates in the development and execution of city administrative policies and procedures pertaining to financial and accounting matters.
  4. Develops, implements, reviews and upgrades internal control procedures to insure the safeguard of all city assets.
  5. Directs the continuing evaluation of financial programs and services.
  6. Serves as chief budget officer; establishes budget forecast, format, type and criteria; assists departments in the preparation of budget requests; appraises, adjusts, and correlates budget requests among programs and functions; compiles final budget for review by the budget committee; maintains budget and expenditure control.
  7. Supervises the maintenance of the central accounting system, general and subsidiary ledgers.
  8. Oversees accounting functions and controls pertaining to receivables, payroll, payables, check issuance, and investment management.
  9. Confers with other city officials and local and federal representatives on fiscal management and problems affecting the city's fiscal policies and controls.
  10. Assist in coordinating debt issuance and development of financial long-term plans.
  11. Works with the PVA office to prepare tax rate options for consideration by the Mayor and City Council.
  12. Other duties assigned by the mayor.
  • MINIMUM QUALIFICATIONS:
  • Bachelor’s degree in Accounting, Finance, or related field required.
  • 10 years’ experience in financial leadership position preferred.
  • Certified Public Accountant designation preferred, but not required.
  • Driver’s License - required.

KNOWLEDGE, SKILLS, AND ABILITIES:

Knowledge:

  1. Extensive knowledge of the principles and practices of municipal finance administration and accounting, generally accepted accounting procedures, governmental auditing standards.
  2. Extensive knowledge of the principles and practices of municipal budgeting and payroll regulations.
  3. Extensive knowledge of the functions, structure, and operating routines of municipal government.
  4. Extensive knowledge of the laws and ordinances relating to the handling of and accounting for municipal funds.
  5. Comprehensive knowledge of federal, state, and local laws pertaining to the management of retirement systems and funds.
  6. Extensive knowledge of data processing systems.

ADDITIONAL REQUIREMENTS:

Instructions: Instructions are very general; must use own judgment most of the time.


Processes: Occasionally required to consider different course of action, or deviate from standard operating procedures.


Review of Work: Work may be reviewed by Mayor and City Council.


Analytical Requirements: Assignments require almost continual analysis of figures, data trends, and results of all kinds which directly affect the policy of the organization.


Physical Requirements of the Job: Work is typically performed in an office, sitting at a desk or table; must lift objects weighing less than twenty-five (25) pounds as a requirement of the job. Must have use of arms and hands with normal dexterity and be able to grip, grasp, type; must be able walk, sit, stand, see, hear, speak, comprehend.


Tools, Equipment and Vehicles Used: Normal office equipment (computer, printer, telephone, copier, etc.)


Contacts: Frequent public and internal contacts requiring tact and diplomacy.


Confidential Information: Regular use of confidential information.


Mental Effort: Heavy.


Interruptions: Frequent.


Special Licensing Requirements: None.


Availability: Must be able to attend evening meetings.


Certification Requirements: Certified Public Accountant designation preferred, but not required.


Additional Requirements: Must be bondable.


Overtime Provision: Exempt.
