DESCRIPTION:

Under general direction, performs technical work in promoting fire safety, fire prevention administration, inspections; ensures compliance with state and local fire prevention codes and building plan review; enforces state and local regulations; performs firefighting duties; performs related duties as required. May also perform supervisory responsibilities.

ESSENTIAL DUTIES:

1. Performs and/or supervises the performance of fire inspections for commercial and residential units.

2. Assists Fire Chief with administrative duties of the department, including preparing records, reports, etc.

3. Assists with training personnel.

4. Performs plan reviews for new construction to ensure that fire standards and requirements are complied with.

5. Investigates fires to determine cause.

6. Conducts fire safety and prevention education to the public.

7. Maintains records as required.

8. Responds to fire, accident, rescue, and natural disaster calls to prevent or extinguish fires.

9. Attends training classes.

10. May fill the role as Safety Officer at emergency scenes.

11. May perform firefighting related duties such as, performing victim rescue in life threatening situations, climb ladders, ropes, stairs, hills, etc. using various equipment to gain access to and rescue victims, administers first aid when necessary.

MINIMUM QUALIFICATIONS:

1. Graduation from high school or equivalent (GED) required.

2. Two years work experience as a fire marshal preferred.

3. Valid Driver’s License required.

KNOWLEDGE, SKILLS, AND ABILITIES:

Knowledge:

1. Extensive knowledge of state and local fire codes, and National Fire Protection Association codes and standards.

2. Extensive knowledge of fire inspection principles, methods and techniques.

3. Extensive knowledge of fire investigation techniques to determine fire origin and cause.

4. Considerable knowledge of departmental operating procedures.

Skills:

1. Oral and written communication skills.

2. Computer skills.

3. Training skills.

Abilities:

1. Ability to perform fire inspection duties fairly and consistently; ability to determine solutions to fire violations, and to enforce compliance with property owners who remain in non-compliance.

2. Ability to perform fire investigation duties.

3. Ability to communicate with property owners and the public in a positive manner to correct problems and/or prevent fire or safety problems.

4. Ability to accurately and comprehensively complete required forms, and to maintain accurate records.

5. Ability to establish and maintain effective working relationship with other emergency service organizations, city officers and employees, and the general public.

6. Ability to work independently.

7. Physical strength and agility to perform firefighting duties for extended periods of time, often under adverse weather conditions.

8. Ability to multi-task job duties.

ADDITIONAL REQUIREMENTS:

Instructions - Somewhat general; many aspects of work are covered specifically, but must also use some of own judgment.

Processes - Must occasionally consider different courses of action, or deviate from standard operating procedures, to get the job done.

Review of Work - Reviewed through written and oral reports.

Analytical Requirements - Assignments involve decisions based on a wide knowledge of many factors where application of advanced or technical concepts are predominantly required.

Physical Requirements - Work involves sitting, standing, stooping, walking; extreme physical demands at scene of emergencies for long periods of time; lifting heavy objects (more than 100 pounds); exposed to extreme weather conditions for extended periods of time; exposed to high places, confined spaces, noise, machinery and its moving parts, fumes, chemicals and toxic substances; must operate vehicle as a requirement of the job; must have excellent hearing and vision; must be able to wear a respirator.

Tools, equipment and vehicles used - Vehicle, hand-held and technical equipment; radios; firefighting equipment; normal office equipment (computer, telephone, etc.)

Contacts - Frequent public and internal contacts requiring tact and diplomacy.

Confidential Information - Regular use of confidential information.

Mental Effort - Heavy.

Interruptions - Frequent.

Availability - Monday through Friday during regular city business hours. Must also be able to respond to calls in emergency situations at all hours; may need to attend meetings and public events during evening hours.

Certification Requirements -

  • Fire Inspector 1.
  • Fire and Explosion Investigator or Certified Fire Investigator (Must achieve within 24 months from date of hire).

Preferred Certifications -

1. State of Kentucky Firefighter 1 and 2.

2. Fire Inspector 2 (Must achieve within 12 months of date of hire).

3. American Heart Association Healthcare Provider (or equivalent) and basic first aid/first responder training.

4. National Fire Academy Incident Safety Officer.
